Italy Arrests Nine Suspected of Financing Hamas Operations
Italian authorities have arrested nine individuals suspected of financing the Palestinian movement Hamas, in a coordinated operation led by the Anti-Mafia District Directorate of Genoa. The suspects allegedly sent funds to support attacks targeting civilians, according to the Italian State Police.
The operation involved both the State Police and the Guardia di Finanza, who applied precautionary measures against the nine individuals, all of whom were to be remanded in custody. Authorities also seized assets worth more than eight million euros. Investigators said the probe uncovered a complex network of international financial transactions, designed to channel money to Hamas while evading banking controls.
The suspects are accused of actively funding Hamas, with an estimated seven million euros sent to Gaza and other Palestinian territories to support the group’s armed activities rather than humanitarian aid. At the center of the alleged scheme is the Beneficial Association of Solidarity with the Palestinian People (ABSPP), based in Genoa. Mohammad Hannoun, described as the leader of the Italian cell, reportedly diverted more than 70 percent of donations to the military wing of Hamas. Investigators also identified other front organizations, including one known as “The Golden Dome,” allegedly created to mask the flow of funds.
The investigation began following suspicious financial activity reports and intensified after the Hamas attacks of 7 October 2023. Authorities in the Netherlands and Israel assisted in monitoring transactions and intercepting communications. Among the recipients of the funds were senior Hamas figures, including former Gaza minister Osama Alisawi. The money was also used to support families of militants involved in attacks, ensuring operational and ideological continuity.
Telephone tapping and server analyses in Genoa revealed documents detailing military training for recruits and the glorification of so-called “martyrs.” Some suspects were identified in photographs wearing combat gear with the Al Qassam Brigades. Prosecutors said the evidence demonstrates full adherence to Hamas’s military objectives and coordination with a broader European network.
The Italian State Police emphasized that acts of terrorism cannot be justified by any context, including armed conflict. “Such crimes cannot justify acts of terrorism carried out by Hamas and linked organizations against civilians, nor constitute a mitigating circumstance,” the statement said. Authorities noted that terrorist acts targeting civilians are illegal under both Italian law and international jurisprudence, even in occupied territories.
The arrests mark a significant step in disrupting financial networks that sustain terrorism in Europe. Officials stated that the operation underscores Italy’s commitment to combating the funding of terrorist groups while supporting lawful humanitarian initiatives.
